Pavers in Mesa, AZ

A paver job in Mesa is decided by 2 lines on a plat drawing and 1 layer in the soil. Have the dimensions handy when you call (747) 243-2089, or send them first through the contact page.

Rules

Do I need a City of Mesa permit for a paver patio?

The city's residential FAQ does not address paver patios themselves, and it does set thresholds for what stands beside one. Mesa's residential guidance allows a retaining wall under 4 feet without a permit as long as it does not hold back dirt or water, puts fences under 6 feet outside the construction permit process, and flags a metal patio cover as something that may need one (City of Mesa, residential construction FAQ (opens in a new tab)). Those 3 thresholds cover most of a backyard, and the 4 foot wall is the one that catches people, because a seat wall on a slope that holds back soil falls outside that exemption. Call the permit counter with the dimensions and the wall heights before material is ordered, and keep the answer with the scope. Call Arizona 811 before a shovel goes in.

Where does the public right of way start on a Mesa lot?

Not at a fixed distance from the curb, which is the part that surprises people. Mesa defines the right of way as land the city owns or manages for public use, typically the street surface, the sidewalks and the landscaped strip between pavement and property line, and its boundary varies by location (City of Mesa, right of way management group (opens in a new tab)). A driveway apron, a walkway out to the sidewalk or a wall at the front edge can all cross that line, and the city oversees construction work inside it. Look up the boundary on the county parcel map before design instead of pacing it off, then take the plan to the city if the pavers cross it. A driveway widened 2 feet into the right of way is a different project from the one that was quoted.

Can pavers go over a flood irrigation ditch or an easement?

Not over an easement without the holder's agreement, and that constraint is real on the older Mesa blocks. An easement grants a right to cross land and to maintain what runs through it, so the holder can dig, and a paver field set on top is a surface that gets cut open and never matches again. Inside the ditch district, between Mesa Drive and Country Club, a delivery moves through a neighborhood system, and SRP's guidance for its irrigation customers is that property owners install, operate and maintain that system (SRP, how flood irrigation works (opens in a new tab)). A patio across a lateral or a ditch crossing should either stay off it or carry a designed crossing with a culvert and a removable panel, and the plat should show which. Confirm who holds the easement before the base is excavated, because moving a patio afterward costs more than building it once.

Costs

What do pavers cost per square foot in Mesa?

Between $10 and $25 a square foot installed for pavers, according to a second national cost guide, inside a wider band of $6 to $30 for every patio material, where most work falls between $10 and $20. The same guide puts typical patios at $3,000 to $8,000, with an average near $6,000 for a 20 by 20 foot patio in an intricate pattern across 2 levels, and a plain 12 by 12 slab at the bottom near $860. This Old House covers the same ground from the build side, and its paver sequence is a compacted base, a bedding layer, edging, the pavers and jointing sand. Published market ranges, not a quote: the final price is set after an on-site assessment. Access moves the number more than the pattern: a side yard where every pallet travels by wheelbarrow adds labor the sample board never shows.

Hardscape

Why does a 1960s Mesa ranch lot need a different base than a new east Mesa build?

Because the ground under each one was prepared for different things. An older block inside the delivery area was often graded to spread flood water across level lawn, so expect a flat yard, mature trees whose roots already run under the patio line, and a side yard too narrow for a machine. A newer east Mesa lot can hit caliche near the surface, a cemented layer that restricts water movement and root growth (University of Arizona, managing caliche (opens in a new tab)). Base depth, compaction and the drainage detail all follow from which of the 2 you have. So does haul off, because a flat old yard usually means more spoil to move and less room to put it while the work is going on.

Good to know

How do you replace a pool deck without damaging the pool?

With the coping as the reference line, and with the shell protected while the old deck comes out. Cut the deck back from the coping, break it out without loading the shell, confirm the base under the new field falls away from the water, and set the coping first so the pavers can be cut to it. A deck that ponds against the coping pushes water into the joint that seals the shell. Mesa heat adds a second reason to choose a light material: the metro runs 111 days a year at or above 100 F, and a dark paver deck gives that heat back for hours (NWS Phoenix, extreme heat (opens in a new tab)). Put a hand on 2 samples at 3pm before deciding, and let the coping hold the pattern so the field can be cut to it rather than the other way around. A deck that has to be re-cut around a fixed coping never lines up twice.

Questions people ask

Still have a question? Call (747) 243-2089 and describe the yard.

Can I widen my driveway into the right of way?

Only with the city's answer first. The landscaped strip between the pavement and the property line is typically city right of way in Mesa, and its boundary changes from block to block (City of Mesa, right of way management group (opens in a new tab)). A widened apron that crosses that line should get the city's answer in writing.

Can pavers go over an existing Mesa patio slab?

Rarely worth it. A slab that has cracked can crack the field above it, it holds water instead of draining it, and pavers set in mortar on concrete cannot be lifted and reset the way a paver on base can. Break it out, haul it off and build the base the patio needs.

What goes in the joints between pavers?

Polymeric sand on a patio, and plain sand only where an edge restraint locks the field. Polymeric sand sets up and resists washout, which matters on a slope and at a pool deck. Joints that keep emptying are telling you the base is moving, not that the sand was the wrong kind.
